Goggo 150 vs. San Francisco Hills

I live in San Francisco, a city known for its hilly terrain. As a matter of fact, the neighborhood I live in is known as Potrero Hill! Even with the limited use my Goggo has seen thus far, I have noticed a tendency for it to loose power while ascending very long, steep hills. My questions:
1) is this normal? If so, any known fixes for this problem other than installing a 200cc engine?
2) is this caused by the carb float bowl being mounted behind the carb body, that is: downhill from the carb body when the scooter is going up a steep hill?
3) possibly a sign of leaky crankcase seals?
